Tried reinstalling Twenty Twelve again and nothing changed - still doesn't work when I activate Twenty Twelve. So to be clear, this is something I should be checking in Twenty Twelve or in my child theme? Since toggle isn't working in my parent, I don't know what comparing the two will do? Maybe I'm missing something, but let me know if I'm misinterpreting your advice.
